FTP: how do we address a location that is below us

Question

The problem is that the ftp user has a default path as /Folder1/

can I address what's in /Folder2/ without changing folders??

ex?: ../Folder2/foo2.txt

/Folder1/
        foo1.txt
/Folder2/
        foo2.txt

../Folder2/foo2.txt should work for most FTP servers.
